When Beis Din sanctified the new month, beacon fires were lit on the mountaintops so distant Jewish communities would know that Rosh Chodesh had been declared. Later, when the Kutim tried to mislead the people with false signals, messengers were sent instead (Rambam, Kiddush HaChodesh 3:8. Rosh Hashana Perek 2, Mishna 2).
